shortcuts.inf - Improve start menu program shortcuts

CHANGELOG

• Changed the structure of "Start->Programs" to better match the layout of XP/2K3
• Changed the names of some of the programs in the Start Menu (e.g. MSPaint -> Paint)
• Fix the shortcut for the Registry Editor. Now it shows in the menu.
• Added the "Communications" folder and added the Remote Desktop Connection shortcut to it.

I have already tested the changes, and they seem to work.
