Disable the generation of unneeded installation rules

CMake generates installation rules with tons of cmake_install.cmake files spread all over the build folder and its subfolders. Each file of these averages on 2-3k. We don't make any use of these files and these installation rules.
We will have the option of disabling them with the upcoming RosBE 2.1.1.
