Small improvement of Russian translation

This patch contains some translated strings of misc. components of ReactOS, i.e.:

• cacls (minor patches);
• dxdiag (some strings with DirectDraw tests);
• fontview (shell verbs);
• mplay32 (menus, strings);
• regedit (some context menus, Resources Dialogs, some strings, etc);
• shutdown (there was an english only in RU-ru.rc);
• sndvol32 (some strings);
• explorer-new (context menu: Adjust Date/Time, Customise Notifications...);
• some cpl applets (desk.cpl, mmsys.cpl,aclui.cpl) ;

And a new translation for sndrec32.exe (file ru-RU.rc in attachments).
