Allow non-FAT filesystems for floppy disks and FAT for optical media

Windows (and current builds of ReactOS) allows only FAT filesystem for floppy disks, with no underlying reason. And it rejects FAT-formatted optical media the same way. Please allow them when you have reached enough stability.
