cdfs tries to cleanup a NULL NotifySync

In 1st stage, we get an exception blocking the boot of all bots.
drivers/filesystems/cdfs/cleanup.c:50 calls FsRtlNotifyCleanup with a NULL DeviceExt->NotifySync,
causing a crash.

A NULL check against it allows booting, but is the right thing to do (tm) ?
