Require at least one non-administrative user account on new installations

ReactOS setup now allows a system setup with single administrator and no standard user, which is not preferable in any multi-user OSes. Please enforce creation of at least one non-administrative user account on new installations. Re-installations may use existing non-administrative accounts.
