WM_ACTIVATEAPP aren't being sent properly to the window losing focus

We're making too many checks on when to send these. As (I believe) they are thread and app dependent, sometimes prev can be send with no new, and vice versa, we were only handling one of these situations.

On shell experiments branch, this patch fixes the start menu not closing properly problem.
