PATCH: Improve Czech keyboard layouts

Patch for kbdcz (Czech) and kbdcz1 (Czech QWERTY) layouts.

kbdcz1 only:

• add support for VK_OEM_102 key ( |\ key )
• add support Shift+AltGr key combinations

both:

• fix left arrow in Elastomania ( { 0x4a, L"Left" }

  ->

  { 0x4b, L"Left" }

  , taken from kbdus

• reduce diff between the layouts
• small code moves, formatting and comment improvements
