[TRANSLATION] general maintenance of Romanian resources

rcfiles_r63643.patch:
Updates Romanian resource files (including "ro-RO.h" from "usetup"), adds the Romanian localization for "network\net" and "ntvdm", and applies two (unrelated to Romanian) minor corrections to "uk-UA.rc" from "cmdutils\help" and to "cmd.rc".

rosapps_r63643.patch:
Updates for Romanian pieces of "rapps" database.
