setup hangs when registering components when choosing arabic keyboard layout

    Description

      when i add arabic keyboard layout it acts normally until 'Registering components', then it doesn't finish it.

          Bug - A problem which impairs or prevents the functions of the product. CORE-7013 Setup will fail to finish if during 2nd stage you open and close Regional Options / keyboard window (in other words, a .cpl is launched)
