[control] Control Panel applet mostly freezes the system

When running a control panel applet directly from control.exe, the system freezes and clicking on anything doesn't do anything. The only thing that can move is the mouse, and it only appears when it's not over the running applet. Strangely, if you run the control panel applet directly, it runs without any real problem.

To ensure that it wasn't caused by changes that I have made locally on my computer, I downloaded 'bootcd-63733-dbg' and tested it. And it shows the same exact results.

To replicate this bug, go to the command prompt and type in: control sysdm.cpl.
