Updated INF files:
boot/bootdata/hivedef.inf, dll/win32/urlmon/urlmon.inf

Please note:

• This patch adds a forgotten string for all languages into hivedef.inf
• The urlmon.inf is now in UTF-8 instead of ASCII (first non-English addition). There are some problems displaying the UTF-8 chars in this module (see attached screenshot), but I guess this is the correct way to go since: 1) there is the utf16le tool available and 2) saving in UTF-16LE breaks DLLRegister for urlmon.
