java: jqs.exe eats a lot of CPU time

After installing the JRE (7u65, most probably other versions), the service jqs.exe is launched.

Taskmgr shows a lot of activity for it, and the debug output is spammed with:

This must be investigated in order to have anything useful done with the JRE installed.
