Cannot change mouse pointer speed in Control Panel

    Description

      r64577. Initially found on RealHW, but is the same on VBox.

      On my Toshiba Satellite A50-101 laptop the mouse pointer has quite slow default speed. It takes about 6 flicks to move from one side of display to another on this 1024x768 machine. So I tried to increase the speed.
      However, the setting in Control Panel -> Mouse -> Pointer options -> Pointer speed has no effect.
