cmd.exe - TAB autocompletion inconsistence

r64696. This is not a duplicate of CORE-5819, it's more like an opposite bug. Maybe can be added to list of issues in CORE-8002.

Repro:
1. Start cmd.exe
C:\ReactOS\System32>

2. Press TAB
C:\ReactOS\System32>access.cpl"

3. Press Ctrl+C and press TAB
C:\ReactOS\System32>3dtext.scr

So there's two bugs - 1) only one double quote is added for no good reason, 2) the autocomplete gives not first, but second alphabetical entry... Win2k3 does neither of these things.
