hdwwiz.cpl: Unable to install device drivers manually

1. Start hdwwiz.cpl
2. Click Next (2 times)
3. Choose "Yes, I have already connected the hardware" -> Next
4. "Add a new hardware device" -> Next
5. "Install the hardware that I manually select from a list (Advanced)" -> Next

Then the "Next" button will be disabled on any entry of list. And there is no entry "Show All Devices" as mentioned in the header text.

After clicking "Next" button I expect to see two lists of manufacturers and drivers + "Have Disk" button, which allows to install a driver from specified directory.
