The SHGetFolderPath function behaves wrongly when obtaining default paths

In the Shell branch, Syssetup started creating shortcuts in the wrong folders. This was traced to SHGetFolderPath (and related functions) returning the wrong paths in some cases.

An initial fix was already commited in r65415, but we need better testing and decide if we want to fork this family of functions or submit the changes to Wine.
