[tree] enhancements to utility

• Localize the strings
• Rewrote the argument parsing
• Implemented the ability to show ASCII output (the /a flag)
• Changed the file extension from 'exe' to 'com' for backwards compatibility

I know this patch came out so fast, but at the time, I was working on my own version of the tree utility for a while. Since someone else beat me to it, I just decided to just enhance the version already submitted.
