SHELL: Match exports with Windows 2003 libraries

Right now most of our dlls have exports that match the exports in windows. However in order to avoid bloat we try to enable the stubs when we actually need them. This approach isn't ideal for code dlls of the shell as we would like to be able to use native dlls.
