The shutdown dialog does not remember previous choice

When the user invokes the shutdown dialog over start->shutdown, the initially selected action
is always shutdown. Under Windows, if the user hits ok, the selected action is recorded under
"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer->Shutdown Setting".
If the user invokes the dialog later again, this setting is read and the initially selected action is
set to the previously recorded action.
