      Description

      When Notepad is open and the text file has a lot of text so the user needs to scroll around and another program is moved over it, the top window starts to slow down and jerk around.

      To reproduce:

      1) Open up freeldr.ini in Notepad
      2) Open another program like Calculator or Explorer
      3) Move around Calculator or any other program other than Notepad above Notepad
      4) Profit
