Patch: Fix clicking on open User Accounts while using sysdm.cpl does not work

In sysdm.cpl, when the user goes to the Advanced Tab and clicks on Settings under User Profiles, when the window comes up, the user has an option to open up the User Account control panel. It does not work. This patch fixes the issue of it not opening.
