Shutdown windows is not topmost

In Windows XP, when the user invokes the shutdown dialog, the user can't do anything. If the user tries to click on the anywhere other than the shutdown dialog, the window will flash and nothing will happen and the start menu is disabled. In ReactOS, the desktop can be clicked on and things on the desktop can launched and the dialog box will disappear behind the newly launched program. Only the start menu is disabled in ReactOS.
