Window Manager: keysequence Ctrl-Esc should open start menu

    Description

      Pressing Ctrl-Esc should open the start menu.
      Importand functions should not be limited to Win95 keyboard keys. They should be
      easily acomplished with Win31 keyboards.
      Opening the start menu is very a frequent task and should not be limited to
      mouse and Win95 keys.
