Explorer-new task bar drawing issues

    Description

      Apparently due to an issue in comctl32's rebar control, the bottom of the taskbar is transparent. This normally manifests in a blue line at the bottom of the task bar.

      According to David this happens with Windows's explorer as well; and it happens with Windows's comctl32 v5 too, only with v6 things are drawn correctly.

      This is a major visual disturbance and needs to be fixed before releasing.
