Improvements to inetcpl

This patch adds a certificate picture to the Content Tab in the CPL file. The patch also reorganizes all the icons and moves them to a resource folder just like other programs sourcecode. I had to use a ZIP file because Tortise SVN would not create the resource folder. The certificate icon is icon 40.ico from the setupapi folder. The rest of the icons I created using the 32pixel icons from the Tango set. The attached folder patches the required files but will not create the resource folder and icons so it will need to be added from the zip file.
