Change of regional settings (country, language) not affect to Command prompt help label section

Hi!

I when change of regional settings from panel control and reset the system, ok, rectos change the natural language of system, i use spanish language and my country is México.
Command prompt now show the commands information in spanish, good, but the section "Type help = Help" not change, this label is in the english language, not in spanish language, in spanish is "Escriba ayuda = Ayuda".
I attach two screenshots, first in english and second in spanish and two pictures the help section say "Type help = Help"
