TRANSLATION: Romanian resources maintenance

Up-keeping the existing Romanian translation resources in sync with development U.I. changes. Reinstate credits for other contributing translators where it was the case.
Addition of localization resources for "services", "ntobjshex", and "lautus.msstyles". Addition of Romanian piece of localization in "wdmaudio.inf".
Update the translation notes (in "media\doc") on conventions, namely about a convention for translating menus and document formatting.
