      Description

      When using MCI_SEEK with the MCI_SEEK_TO_START flag, give a valid pointer to a MCI_SEEK_PARMS
      structure instead of 0, since some devices assume it and will dereference it without checking if it is valid.
      Fixes crashes when opening/starting/stopping some devices (namely windows cd-audio and quicktime 2).
