sysdm: improve the custom pagefile size range limiting

Fixes following bugs:

• it was possible to set initial pagefile size of up to (well, down to) 2 MB
• it was possible to set maximum pagefile size limited only by free disk space

Windows 2k3 allows 16-4096 MB, ROS range is 16-4095, attached patch changes the sysdm to enforce ROS range. Language files are also updated to reflect the change.
