Explorer: Remove Thick frame when theming is enabled

    Description

      Xp explorer does'nt have thick frame even when the bar is unlocked.
      Reactos explorer have a transparent border around the bar
      caused by thick frame.
      ther is also a bug CORE-9667 that hide this problem showing a transparent border.
