advapi32 passes KEY_WOW64_32KEY and KEY_WOW64_64KEY to the kernel instead of filtering it

This would cause STATUS_ACCESS_DENIED if we un-hacked SepAccessCheckEx. All advapi32 registry functions that take access rights must filter out these bits.
