The UI language is not being taken from the correct location

    Description

      From XP SP3 (with MUI packs installed), the UI language is taken from HKCU\Control Panel\Desktop\MultiUILanguageId. The UI language for the system user(s?) affects only the logon screen (ref: http://www.siao2.com/2006/05/05/590504.aspx).

      There is also HKCU\Control Panel\Desktop\MUILanguagePending which presumably is set when the UI language setting is changed, and then applied to MultiUILanguageId on login.
