Treat NE executables as DOS executables

Some programs - like setup.exe from disk1 of win3.1 - can both the run in pure dos and on a Win16 environment (like Windows3.1). Perhaps NE programs should be threat as DOS programs, so dual-mode programs are useable (as Reactos can't handle win16 programs now). Pure win16 programs whould then display "This program can't be run under dos" due to their MZ-stub - which is ok I guess.
