Fix for Control Panel

This fixes the comments column in the details view of Control Panel. It used to display the type of object, now it correctly displays the description of each control panel. It also adjusts the buffer size for the comment string to fit strings > 64 characters. It also resizes the default column widths so both columns show at first.

TODO: Add resource strings in shell32 for folder based control panel item comments.
