Identify TCP/IP driver as version 4

This patch labels the driver as being version 4, to make it easier for users to tell the difference between versions 4 and 6. And even though version 6 of the driver won't be coming out anytime in the near future (that I know of), this gives future developers one less thing to worry about.

NOTE: I used the driver name defined in Windows 8 (shown in the attached screen shot).
