[comctl32] Change default property sheet caption

Currently all CPL files say "Properties for...". Under Windows it says "... Properties". For example, in ReactOS, mmsys.cpl says Properties for Sound and Audio Devices". XP and 2K3 say Sounds and Audio Devices Properties. It also keeps the header text smaller and neater.
