[mscutils] Image improvements

This is improves the icons for servman and eventvwr.

servman: replace the 16pixel with a much sharper version

eventvwr: replace the error, info and warning icons with Tango icons.

The original icons in eventvwr look just like the ones from XP (http://static.commentcamarche.net/ccm.net/faq/images/829-auto.png). I've read these icons came from comctl32. https://svn.reactos.org/svn/reactos?view=revision&revision=29547
