Bugzilla enhancement

Looks like resolution "INVALID" is a bit overloaded. It was used when

• reported bug is not a (reactos) bug (e.g. CORE-2735 CORE-1867);
• more info needed (CORE-2581 CORE-2839);
• bug report is old (CORE-2834 CORE-1778 CORE-2121 CORE-2000);
• bug is not reproducible (CORE-2748);
• patch not accepted (CORE-2984);
• after major code changes (CORE-1475 CORE-1735);
• in other cases.

Remember that "INVALID" defined as "the problem described is not a bug".

Also resolution "FIXED" was used when bug

• can no longer be reproduced (CORE-2024 CORE-2103);
• was "fixed" by hack (CORE-2039);
• really fixed.

What I suggest.
1. Add "INCOMPLETE" resolution.
2. Perhaps yet another resolution ("HACKFIXED"?) means "the bug was fixed, but there is still some problem that needs to be resolved".
3. More discipline when dealing with bug reports.

BTW, there is no "Bugzilla" component.
