Log parser logic fails in case of repeated testbot run

Due to a known bug in rosautotest, in certain case the whole test run is repeated from start once, or more times. As the result registration happens in next step, which is executed after test run is completed successfuly, we can safely assume that the last restart was successful. Testman, on the other hand, is only registering the first one, loading it to database, then rejecting as incomplete and locking up the build id.
