English page has to be shown if no translation exists

RosCMS used to show the English page if no translated version exists. This may sound debatable, but it's a major problem for news articles:
At this very moment, 0.3.15 was released, but only the English and German users can read the news. For all other languages, no news are shown at all or they're incomplete.

On top of this, have a look at barely localized versions like the Japanese website: https://www.reactos.org/ja
You have a translated front page, but further information about the project is almost non-existent.

Therefore, we should go back to show the English page if no translated version exists. If Drupal doesn't support this out of the box, it needs to be implemented.
