Allow blocks above comments

I need the ability to put blocks on the blog that'll appear ABOVE the comments section. Drupal doesn't expose this directly, but tweaking the theme will allow it. Attached is a patch that does this to zen_reactos. This is primarily for the social media buttons that we want to embed on news/newsletters/blogs.
