Description for the ROSAPPS project in Jira is unclear

Many people don't know about the rosapps sub-repo. "ReactOS Applications" doesn't really convey that and can be mistaken to mean stuff in base/applications. I don't really know how to put it better though... "ReactOS Applications Repository" maybe?
