It's unclear how to report issues

The process of reporting issues is not very clear for people outside the project. If you click on the "bugtracker" link on the reactos.org home page, it seems you cannot create a JIRA account without contacting administrators:

>Not a member? To request an account, please contact your JIRA administrators.

It's not clear that you can create a website-wide account that will work for all services.

Because of it, people who could probably contribute valuable input may not know how to do it, and so not do it.

To fix, instead of the above message, provide url to register page.
