Add a new Jira project for translations + apps DB & rename description for ROSAPPS

There are many "bug reports" in CORE with translation improvements and updates for the ReactOS application DB that don't belong there.
I suggest to create two new projects TRANSLATION + RAPPS (not "ROSAPPS"!) for those matters.

Also, the description for https://jira.reactos.org/browse/ROSAPPS is wrong: it's not the application repository, it's for the stuff in http://svn.reactos.org/svn/reactos/trunk/rosapps/ (I was told when I tried to move one of the many db update patches there).
