Move "Participation" page next to "Jobs" page to make it more visible

There's Jobs section in the main menus of the reactos.org homepage for everyone to find, but many more of the people come to "help just so" and don't have an idea what they can do.

This page https://reactos.org/participation would be a nice response to their questions, but it's hidden under "Info" page. This is in contrast with "Jobs" page.

The "Participation" page was linked directly from the homepage in the old design.
