Non-developer issue creators cannot link their issue to other issues

    Description

      Can Taşan noticed that after the upgrade to Jira 6, one who lacks Jira developer or maintainer status has lost the ability to link issues to an issue that one has created. I observe this also.

      Atlassian help says: "To create links on JIRA issues, you need to have the Link Issues permission in the project(s) to which the issues belong."
