Registration for bug reports is confusing

When a novice user wants to report a bug he/she might meet a problem:
1) The link "Report a bug" on the web-site redirects to Jira.
2) Jira does not allow reporting bugs without registration.
3) Registration is not allowed, instead it tells: "contact your JIRA administrators" (without any details on how to contact them).

Having this information, it is impossible to guess that Jira uses accounts from the main web-site. Even more, it is not clearly visible that there is in fact any registration present on the main site at all: the login form is located in the footer where users rarely look (and the tiny icon in the header does not attract much attention either).
