RAPPS: Online database editor

It would be useful to have a webinterface trough which applications can be added / removed / edited from the rapps database.
This way there is no svn access needed, and it will become a more collaborative effort.

(Maybe we can find some opensource PIM to use for this, then we only need to add an export to rapps format.)
