Credential sync delay notice

Problem:

There is no notification upon account registration (or password changes) that it takes several hours for Jira etc to synchronize credentials. As a result, the forum sees several posts to the effect of "I just signed up, but Jira won't let me login. Why?"

Proposed Resolution:

Please add a simple text banner alert when registering & changing passwords that it can take a few hours for all ReactOS sub-domains to receive the new credentials.
